BUSINESS ANALYST 3, AUSTIN, TX (HYBRID)

Job Description:
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Contractor will support the State Health Analytics Reporting Platform (SHARP) by working as a Business Analyst (BA) on a project which will expand the reporting and analytics available to users. In addition to BA and Quality Assurance (QA) tasks, this role will also be the Scrum Master for the project team, and will be responsible for status updates, project reporting, leading meetings with the program area and the vendor's sprint team. The BA will be the primary contact between the in-house development team, the vendor development team and the program area. Contractor will manage the schedule, budget and scope for this project.

5 Yrs of Knowledge and experience with common project management systems like Jira

5 Yrs of Data Analysis
3 Yrs of Experience with creating Texas Project Delivery Framework deliverables and managing projects using this framework strongly preferred.
1 Yr of Certified Scrum Master (CSM), PMI-Agile Certified Practitioner (PMI-ACP), or other Agile-related certifications
